Are RTG random jackpots actually random and do they depend on your bet size?

Yes they are random and the chance of hitting one is dependent on bet size. The more you bet the higher your chances.
That said, I have seen random jackpot screenshots hit at 20c bet and 40c bet so it is possible, although the two I hit came at $5 and $10 bets.
